PUC Rule 21
Recently the California PUC passed their Rule 21 which defines the requirements for Generating Facilty Interconnections.
One of the more difficult aspects to fill is found in Section I.4 specifies two protection requirements for IPPs , which requires that non-exporting-Generating facilities be equipped with either:
- Reverse power relays capable of sensing down to 0.1% of the transformer's rating to ensure power is never exported, or:
- Under-power relays set for 5% of the generator rating to ensure at least a minimum power import. This of course can result in false trips if your load gets close to your generator's capacity.
Both of these requirements are tricky relay situations. The 32SPR Custom Module for the Edison Idea iDP-210 Feeder Relay provides both capabilities using the standard iDP-210 hardware when ordered with the sensitive ground fault option. The reverse power element is even able to accurately detect 1mA secondary of reverse power current!
